iPhone 4 on Cellnet/Mobitel

The Mobitel office is becoming far too familiar to me.... I cannot get my iPhone to call phones, and was hoping someone else has a real fix?
So far, I have;
Restored the phone
Entered in all the Cellcard details into the cellular network in settings
Tried it with; TTY on/off, Call Waiting On/Off, Call forwarding reset, and reset network settings.
The forth Mobitel employee I aw, and previously a random phone shop guy was able to fix it, but each time, it stops again after a few hours, any help very much appreciated!
What iOS are you running? Is it factory unlocked or just Jailbroken?
If you run iOS 6 on jailbroken it will only work so long and then certain functions will cease.
Try v5.1.1. Less bells and whistles but at least it works.
Alternatively, spend a little more and buy a factory unlocked, not ex Verizon/AT&T that has to be jailbroken.
