Hollywood stars support Siem Reap's Angkor Hospital for children

Anne Hathaway and Eva Longoria Parker were just two of the stars who attended a gala dinner for the benefit of Cambodia's Friends without a Border. The dinner was held on Dec 10, International Human Rights Day, at the Hollywood Roosevelt Hotel. They were joined by Ali Larter, Diane Kruger, Kate Hudson and many others.

Friends without a Border was founded by Japanese photographer Kenro Izu and funds The Angkor Hospital for Children located in Siem Reap.

The National Assembly Prepares to Release the Salaries of Personnel through a Bank, and to Collect Taxes on the Salaries

"Phnom Penh: Personnel of the National Assembly (not to be confused with the 123 parliamentarians) is required to receive their salaries through a bank account and to pay taxes for their salaries; according to the plan, this will start from January 2010.

"On 25 November 2009, 73 persons employed at the National Assembly, in positions of directors and deputy directors of departments, are preparing documents and have their photos taken to fill in application forms to open accounts at the ANZ Royal Bank. This is the first step. Next comes the filling of forms by normal staff of the National Assembly - their total number is not given. But it is known that those staff are under the administration of the secretariat of the National Assembly, where at present, there are 1,200 staff members and some other contracted persons.

The Government Suspends All Promotions for Government Positions in 2010

“According to a recent notification from the Council of Ministers, the Royal Government decided to suspend all promotions for government positions in 2010. If a promotion in any position is planned, it has to wait until 2011.

“Formerly the Royal Government, in addition to having already a heavy overhead apparatus with many officials, had nominated countless advisors at ministries and at other institutions, and ministers and heads of institutions had appointed their officials to hold many positions. In any ministry, there are many directors and deputy directors. In a department, there are at least 10 deputy directors, while in the police, the military, and the military police, there are also many who are nominated as deputy directors… This makes the government to carry a burden of ever increasing expenses.

Forecast Outlook: 26W is expected to move northward for the next 12 hours and intensify. The 2 to 5-day Long-Range Forecast shows the system attaining Tropical Storm status tomorrow morning [8am Nov 23: 7.3N 148.7E] as it moves NW-ward. 26W will continue to track northwestward across the Western Pacific Ocean, passing about 300 km WSW of Guam on Thursday morning [8am Nov 26: 12.5N 142.2E] as a Category 1 Typhoon w/ forecast winds of 120 kph...and will be about 500 km WNW of Guam on Friday morning [8am Nov 27: 15.0N 140.4E]. Based on this forecast, 26W is not a threat to the Philippines.

"Stung Treng: The Prime Minister of the Kingdom of Cambodia, Samdech Akkak Moha Senapadei Dekchor Hun Sen, said that China becomes the country that has constructed the most roads in Cambodia, sections of road of more than 1,500 km, which had been constructed, are being constructed, or are planned to be constructed. Moreover, China has provided loans to construct bridges with a total length of 3,014 meters, for which in total more than US$800 million have been offered for road construction and more than US$100 million for building bridges. Besides, there are hydro-electric projects in some provinces with 700 megawatt power, costing approx. US$1.7 billion.
