“Phnom Penh: The Thai former prime minister, Mr. Thaksin Shinawatra, and the Puea Thai Party president, Mr. Chavalit Yongchaiyudh, will come together to receive the Thai spy Siwarak Chothipong at the Prey Sar Prison today [13 December 2009]. This is according to a high ranking official of the Royal Government.

“This official said that the information about the arrival of Mr. Thaksin Shinawatra will be hidden to some extent. But Mr. Chavalit Yongchaiyudh arrived at Cambodia since yesterday morning on 13 December 2009.

"There had been several reports that information about confidential flight plans by the Cambodia Air Traffic Service (CATS) controlled by Thai people were leaked. The opposition party has demanded that the government should take control of the air traffic control itself, but there is no response. And now everything seems somewhat too late.

"The spokesperson of the Sam Rainsy Party, Mr. Yim Sovann, spoke to the media late last week, saying that the government should take the CATS company under its control to ensure that there is no economic loss, and it would be easier for the government to control national secrets. Mr. Yim Sovann said, 'The Sam Rainsy Party had mentioned this case many times before, suggesting that all these important tasks should not be given to foreigners, and the government should control it by itself. But the state does not care.'

“Phnom Penh: Many organizations and associations cooperated to hold a workshop about a network of persons and institutions to provide legal protection for journalists, where also representatives from civil society, government officials, and legal experts attended.

“The director of the Department to Defend the Poor of the Cambodian Defenders Project, Mr. Yong Phanit, said during the workshop in the morning of 28 September 2009 that the freedom of the press in Cambodia is guaranteed by the Constitution, by the press law, and by other relevant laws. Looking at the press law, it provides many kinds of rights for the press, and it speaks also about the responsibility of the press. Those rights include the right to seek information and the right to receive all kinds of information, including information controlled by the Royal Government, except for information affecting national security and public order.

“Uncertain management rules of the Minister of Post and Telecommunications, Mr. So Khun, for mobile phone companies motivated a Sam Rainsy Party parliamentarian to ask for explanations, a move which later on was also supported by the president of the National Assembly, Mr. Heng Samrin. Requested from the minister is only an explanation in writing, but not a direct verbal clarification at the National Assembly.

“A Sam Rainsy Party parliamentarian from Phnom Penh, Mr. Son Chhay, wrote on 14 September 2009 to request the Minister of Post and Telecommunications, Mr. So Khun, to clarify some conflicts in the telecommunications sector. Mr. Heng Samrin agreed to Mr. Son Chhay’s request on 23 September 2009, as two mobile phone companies are having a dispute with each other, while they now seek for a solution through the courts. Mr. Son Chhay’s request was made in accordance with Article 96 of the Constitutions [see The Mirror of yesterday], and also to take care of some difficulties that the people who are mobile phone users encounter.
