When the media in both countries – Cambodia and Thailand – quote various sources to make conflicting claims, it is again an occasion to try to mirror these sources and leave it to our readers to draw their conclusions.
As ever, such a statement is always combined with the invitation to point out if the sources we quote are misquoted, or if there is an important reference missing. But it is not convincing to accuse the writer of this documentation simply to be wrong without showing substantive evidence, as happens sometimes. The Mirror frequently reports about the difficulty of journalists to get information about public concerns when they contact officials at different ministries, even when there are spokespersons appointed. It happens from time to time that these officials refer to others, and the referred persons again to others – and a question remains unanswered, or with different conflicting responses. The most recent such case relates to the more than US$25 million, paid by foreign companies – and it is difficult to know where and according to which procedures they were used or are still kept.

“Phnom Penh: Recently, the Ministry of Economy and Finance announced through newspapers to inform vendors who want to run pawn shop operations to apply for a license very soon, because such operations can now be legalized. This information shows that pawn shop operations become legal.
“An official of the Ministry of Economy and Finance said on 12 January 2010 that the ministry had issued an announcement about the provision of licenses for the operation of pawn shops to accept, buy, and sell pawn property, and for the operations to accept collateral via transfer. The Royal Government Requires Municipal Governors to Use Video Conferencing

“Phnom Penh: To reduce expenses and to improve the efficiency of the leadership role of all provincial and municipal authorities countrywide, the Royal Government of Cambodia requires the authorities to set up video conference facilities for cabinet sessions every Fridays.
“A letter of the Council of Ministers dated 23 December 2009, sealed and signed by the Minister of the Council of Ministers, Deputy Prime Minister Sok An, informed all provincial and municipal governors in the Kingdom of Cambodia about Internet online meetings through the use of video conference facilities during cabinet sessions, following the wise instruction from the Prime Minister of the Kingdom of Cambodia, Samdech Akkak Moha Senapadei Dekchor Hun Sen, during a cabinet session on 4 December 2009.
