Transit Visa Saigon?

Tonight I was refused access to a flight from PP to HCM (Angkor Air). I had a connecting flight to Manila (Cebu Air) 3 or 4 hours after arrival at HCM airport in the same terminal. They said I needed a visa for this.......has anyone had a similar experience?
HI naga, I have transited in HCM airport without visa, however it was a ticket booked from Sydney to PNP via HCM. Ticket purchased from travel agent and baggage was ticketed to PNP.
If you had flight to HCM and needed to pick up bags, then board next flight, you would have had to go through immigration and in this instance a visa would be required.
Hi noosasteve, I've actually done the same thing on a Vietnam Air flight to SYD too. Live and learn with regards to the lack of transit visas on cheap point to point flights. I heard the Vietnamese government wants to make Saigon a more significant regional hub....transit visas might help with this.....
